Shannon was elected to Keller City Council Place 1 in 2021. Since taking office, he has additional served as a member on both the Crime Prevention District Board and the Municipal Court Board.
Shannon was born and raised in the small East Texas town of Crockett, Texas and is a proud graduate of the Texas public school system. He attended Crockett High School, Texas A&M University and the George Bush School of Government & Public Service. He obtained dual bachelor’s degrees in Political Science and Russian, and received his Master of International Affairs with an emphasis on National Security. While in graduate school, he was selected by the U.S. Department of State to serve in Central Asia where he helped with trade policy, local development and weapons disarmament.
After graduate school, Shannon began his career in public service as a management consultant for Booz Allen Hamilton, where he brought efficiency to the Departments of the Army and Air Force. His efforts helped the Air Force and Army mobilize bases throughout the world during the War on Terror. In this capacity, he obtained his Lean Six Sigma Black Belt and Project Management Professional (PMP) certifications. Shannon then served as a counterterrorism professional on the front lines of the War on Terror. He received multiple intelligence awards and helped create one of the first terror watch-listing systems that identified potential foreign threats and prevented terrorists from entering the homeland. It was during this time in DC that he married his college sweetheart, Sabrina Birt, from Keller, Texas. After their third child was born, they decided to return home to Keller to raise their family where she grew up. Since returning home, Shannon transitioned to the Oil and Construction industries. He serves as an IT Manager and process efficiency expert at Balfour Beatty, where he helps companies complete projects on time, within scope and on budget.
Shannon grew up in the traditional Texas mold of high school sports and Boy Scouts where he attained the rank of Eagle Scout. He forged his beliefs of God, family and country from his upbringing in small-town Texas. He currently serves as the President of the George Bush School of Government & Public Service Alumni Association, Treasurer of the Tarrant County Republican Party, and as head coach of his son’s Keller Youth Association (KYA) baseball team.

Focused Development
Keller is inching closer and closer to build-out. Every year there are fewer areas available for new development. This means we must be very thoughtful in what we choose to bring to Keller and how we do it. These decisions will affect the future of Keller and the next generation. We only have so much available space.
ProtectinG tAXPAYERS
In my first year in office, I immediately went to work to reduce Keller Taxpayer's burden and strengthen our local economy. I was proud to help shepherd in the maximization of the Homestead Exemption to the State maximum of 20%. This, in combination with voting to stay below the effective tax rate, lead to the largest tax break in Keller history.
sTRENGTHENING INFRASTRUCTURE
The jewel of Keller is its parks and trails. I want to make sure we continue to maintain and develop both. In my first term, I was proud to vote to clear the six-year backlog of sidewalk projects. I also want to make sure we continue to foster improvements to our sidewalks and roads to promote better traffic, safer roadways and continue to be business friendly. Our focus should always be to do what we can to “Keep It In Keller”!
